The VG248QE is an excellent monitor. It isn't cheap, but it is cheaper than many 120hz monitors, and performs great. I've never had an issue.

You'll be in pretty good shape with Crossfire R9 270s. Not many current games are able to max out with 120+ fps, but personally, a lot of really good games can easily do it. Optimisation isn't doing very well with these huge Corporate companies, so even a card like a 980 isn't going to see remotely close to that.

120hz is amazing though, once you get a feel for it. It feels more stable and consistent than 60hz, despite what people say about it. It is hard to tell unless you spend an adequate amount of time on one, of which a lot of these skeptics don't have the experience of. Go for it.

A 1ms...

A 1ms response time will pretty much eliminate all forms of Ghosting (most modern monitors under 10ms don't have this issue anyway), and the 120hz will make the chance of it even lower.

You shouldn't have to worry about any outputs or video adapters. The monitor comes with Dual-Link DVI, which is more than sufficient in this case. It also supports HDMI (which I don't recommend), VGA (I recommend this even less, seriously) and Displayport. However, the included Dual-Link is great. You won't have any issues.
