Lagging in arma 3 on high end rig

My system specs are:
i7 4770k
r9 290 (not the x one)
8gb (2X4) 1600 mHz
Cooler master seidon 120v
3 tb barracuda seagate 7200 rpm
MSI z87 g-45 gaming
Cooler master extreme 2 725 watts (i know that my psu is sh*t but i'll change it when it get damaged or stop working).

In all games on ultra i get at least more than 70 Fps average.
Battlefield 4 from 83-116 fps on ultra
Thief average 75 fps on ultra.

Look at this page http://www.techspot.com/review/712-arma-3-benchmarks/page4.html gtx 770 runs at 80 average. I have r9 290 it should be running at least at 90 fps.

Every actual game runs well smooth but freeking arma 3 dont. What should I do?

That's is 2 x 770's and a low resolution...

1 770 @ 1080p gives you about a 40+ fps...

I am not sure how is the frame rate of ARMA3 you would get from your graphics card. But it could be optimized in Catalyst Control Center..

Open Catalyst CC, Go to 3D Application setting, see if ARMA 3 is in the list, in not click add and look for the ARMA 3 .exe... once ARMA3 is in the list, you may tweak either System settings or application setting to whichever you may want the gameplay looks like..see if there's some changes in gameplay..

Nvidia cards are better for Arma 3.

The best remedy in my opinion is to sell your 290 and buy a 980 or 780 ti.

Try to overclock your cpu...

I noticed an improvement when upgrading my system from a z77 with a 3570k to a z97 with a 4790k @ 4.8.

Arma doesn't use the CPU resources very well, when monitoring I noticed most of my cores aren't doing much and one of my cores has 90+ utilization...
