Is this a good monitor?

I use an R9-280X and i just want a monitor from a great brand that is nothing more than 1920x1080p and and IPS monitor that is 23 inches and up. I found this one that is super cheap and is all the things that i want but i was wondering if it would do me good for my needs. I just will play games on it and nothing else. Also can any monitor put out 60FPS or higher, or do monitors not have an fps cap? Does this one?

Best 1080p monitor on the market. Low input lag at 1ms, and a refresh rate of 144hz.

The LG monitor you were looking at is at a 60hz refresh rate which is fine for 60fps but in games your getting higher fps than 60 you wont be able to see those extra fps as your monitor is only showing 60fps in say a game your getting 80 you'll being missing 20fps.

I dont want to spend 100`s on as monitor atm just around $150 I am used to 20FPS on my PS3 so anything 60FPS is great

Also how do i find where the LG monitor says 60Hz i cant find anything.
