Should my pc be able to run bioshock infinite ultra?

I just build my first pc and I bought bioshock infinite, but I I had to play it at medium settings to rut 60fps

That surprises me as your graphics card is more than capable.

Your CPU also shouldn't bottleneck that much as shown here:

*Is it possible you haven't installed the DRIVERS properly?

1) Motherboard drivers from main site for your exact board:
- main chipset
- audio
- others

2) NVIDIA drivers from NVidia site.

Other:
Normally you should get two sticks of memory. You may get a slight performance drop (not as much as you have now) so you might consider another identical stick and see motherboard for proper position of two sticks (probably #2, #4).
