Your CPU is a lot weaker than I thought. I looked at a test here:
http://www.techspot.com/review/689-company-of-heroes-2-performance/page4.html

Note the FX-6350 at 35FPS. Now, let's compare a similar CPU, the FX-6300 to yours:

Your CPU is a lot weaker so it's definitely not going to handle this game very well regardless of what graphics card you have.

So BOTH your CPU and your graphics cards were way underpowered. Basically you need to build a new PC to run this game well...
R7-260X
GTX750Ti
R9-270X

$100 (after rebate) http://pcpartpicker.com/part/asus-video-card-r7260xoc2gd5

*Can choose TWO FREE GAMES with this card as well.

$130 http://pcpartpicker.com/part/evga-video-card-02gp43751kr

$150 after rebate http://pcpartpicker.com/part/msi-video-card-r9270xgaming2g

*can choose THREE free games with this card.

Other:
Your POWER SUPPLY must have the proper 6 or 8-pin connector if applicable. Not sure if that 750Ti requires one (it may work with a 300W PSU). In some cases you can use a MOLEX to 6-pin adapter but be careful your PSU has enough power. Ask if needed.

There are still other games that you could run well if you look around carefully but a lot of modern games will do poorly. Command and Conquer 3 for example might run well and I believe there's a demo you can try.
