New build won't boot, repeated re-starts

Firstly, I've already read the various 'read this first' threads, and I've currently got the motherboard with cpu, cooler and ram installed and nothing else.

Mobo is Gigabyte Z97P-D3, I5 4690K, Corsair Vengeance Pro (2x 4GB). ATX and ATX 12V cables plugged in (PSU being reused from previous build, which was working fine as of yesterday), only other things plugged in currently are the cooler fan (Dark Rock 3), the power switch and a speaker pulled from my old case.

Once the power button is pressed, the PSU and CPU fans start up for half a second, there's a crackle (rather than any kind of POST beep) from the speaker and it seems to reset, and then does this on a continuous loop.

I've already tried re-seating the CPU, checking for bent pins, trying it with no ram, one stick, moving the one stick around and both in different slots. I previously had the GPU (GTX 760) in, and the power LED on that lit up, and the fan went on on that when the power was on, before stopping again as per the other fans.

Not sure whether it's a dead mobo, cpu or ram or something else entirely. Anyone got any thoughts? Thanks!

Nothing is plugged in apart from the 2 atx power cables, power switch and speaker (I've checked the polarity according to the mobo manual). All the caps look ok and the cooler is on. I even checked the cpu after I took it off to make sure I hadn't crushed anything and it all seemed fine (as did the socket pins).

Really confused :(

Crackle is from the speaker. I've tried the power cable from both my new case (Carbide 300R) and my old one (Some Antec one that I forget the model of), both of which turn the power on ok.

I've just checked on the Gigabyte website for CPU compatibility, and apparently my chip is only supported as of bios revision F5, which was released in May. I'm going to assume that seeing as I bought the board yesterday that this should be ok? Given that it was specifically bought as compatible with the new haswell chip...

I'm also going to assume that there's no way to flash the bios without another, current version compatible, cpu installed?
