Boot Loop (windows will not load past loading screen)

Hello i just built a new computer
Specs:
8GB (2x4GB) Corsair DDR3 Vengeance
Intel Core i7 4770K Quad Core
2GB Asus GTX 760 DirectCU II OC, 28 1
MSI H97 GAMING 3 Intel H97 (Socket 1150) DDR3 ATX Motherboard

Basically i have the computer built and i have my hard drive with windows 7 already installed (clean install) it gets the the "Windows is Loading" screen and then it will just reboot and just keep doing it over and over again i haven't done anything yet (inserted mobo discs or gpu discs because the OS will not boot i have tried my SSD that also doesn't work. i have put my HDD in my old pc and it boots windows just fine. i was thinking about updating my BIOS to the most recent FLASH but im not sure if that will fix it, i have been on this for about 2 weeks now and cannot figure out what it is

Also to note i am running onboard graphics as i keep getting no input signal when i try to use my graphics card

Hi. what did you use to install windows 7 onto the hard drive? An OEM version and a different machine?
Is it possible that your windows 7 version is the type that registers to a single motherboard and needs re-installing for new motherboards?
