The CX lineup is considered a tier 3 psu.
The one I linked is higher quality by a fair amount.

Tier 3: Meets standard ATX specifications, though closer to the edges than Tier two units. These are still solid units, which still supply stable power to your system, though not ideal for serious overclocking

So it's not terrible, just an average entry level PSU.

Here is the list that breaks PSUs down into a useful 'tier' system. Try and get tier 2B or above. The Rosewill I linked above is 2A.
