lost all system restore points and will not shutdown

I found my laptop would not shutdown, it restarts on shutdown. I tried system restore but all system restore points were missing. Windows 7 dell xps laptop
 
Solution
if you have not already re installed windows boot up the laptop press the windows key+R then type regedit after that navigate through HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows NT > CurrentVersion > Winlogon if the default value is 0 change it to 1 if it's 1 change it to 0 then shutdown and it shouldn't restart
