Low PSu does affect the Temp. of CPU?

I have:
Trurated PSU 400W(OLD I think it's not already giving the exact amount of watts)
Specs:
A6 5400k
Radeon HD 4600 series
4gb RAM 1600MHz
1Fan case
2 LED strip light 6~12Volts
LG DVD-ROM
320GB Hard Disk
LG 16inchs LCD wide screen

The problem is My PC is having A high temp, I allready Undervolt it... now the max temp is 70c, last time is 90c
MY Video card max temp is 72c

and this past few days my System randomly Restarting, Last saturday it restart, 5hours Open, -and yesterday it restarts again 1hour of gaming...

is there some one know the Problem?

No a Low wattage PSU will not make the CPU run hot. It sounds like either the Cooler is not mounted properly, or not enough air flow. Be sure the CPU fan is speeding up properly when the CPU warms up. Also be sure you have at least 1 exhaust fan on the back of the case. Next if these are all fine remove the Cooler and clean away all the thermal paste and reapply a small pea size dab of paste and reinstall the cooler.
