CPU fan speeds up and the computer never turns on

My computer's CPU fan speeds up, never boots, and beeps five times. If anyone has the answer please state the solution or if there is no solution please mention that too. If any of you guys need more information on the PC I'll try to answer as quick as possible

if you know your motherboard manufacturer and model, you can look up what 5 beeps during a POST actually means, as it could mean:

no video adapter detected (ensure fully seated, external 6/8 pin PCI-e power input connected), or, memory fail (ensure you have any required slots populated first, and memory fully seated)
