Computer making high-pitched noise?

My computer constantly makes a high-pitched under low stress (such as when I'm browsing the internet) and the noise gets much louder the instant I start up a game. It started doing this immediately after I removed my video card to clean the dust out of it. My computer case's fans aren't doing it, and when I check catalyst control center, my computer's temperature is well under 50°C and my fan speed is only at 20%. It never made this noise until now, and it's causing my ears to ring, and I feel that it's going to damage them. Is there any way to fix this?
 
You may have just jammed up the bearings in your video cards fans. Have you tried blowing it out again? Easiest test to see if thats the case would be to plug in another video card (even just a little cheap card or onboard if you have it) and see if the noise disappears. The fact that your noise is going up when you go in to a game really points to the video cards fans.
 
Can you listen in the case while you have a game running? If its not the fan you may be getting electrical noise from the PSU. Also if your using HDD's it may be a platter spinning up way to fast, which could be systematic of a failing HDD.

I've tried listening when a game was running, but I could never pinpoint the noise. I am using a HDD, but I'm not sure how to check if it's failing or not.
Also, I read online that you're supposed to unplug everything from the back of your computer when removing your GPU. I left everything plugged in when I removed mine. Could that have possibly damaged something, causing this noise to happen?

Yeah, it whines as soon as I start my computer. Sorry it took so long to respond, I was trying unsuccessfully to test a different hard drive, but I kept getting error messages.

 
No, meant like a small fan on your motherboard. Tho that would be good to listen directly to as well. If you had to clean out your video card then your CPU fan might be clogged as well. Fans are usually the first place you want to look at for noise like this. Bearings wear out or get clogged and make whining noises. Just hoping to eliminate the easy solutions.
