You need an ISO image of the OS, and a software that will create a bootable flash drive (like Rufus).
Create a bootable stick using "Rufus" and the OS from your PC, and set the boot order to have the stick as primary.
Boot from stick and install the OS.

Don't know why you want to re-install Windows to fix this, what did you try already?
Check Device Manager? Install drivers again?
