Problems Installing AMD Display Drivers - Windows 8.1

Hello everyone.

I recently purchased a Gigabyte R9 280 for my system and I installed it this morning. I thought everyone was working, but apparently the card wasn't installed properly. Windows simply isn't detecting that the card and says "Microsoft Basic Display Adaptor".

We've tried uninstalled/re-installing the latest driver from the AMD website and it keeps failing and saying that "join the administrators group to install". I'm an administrator and we also have tried creating a new admin account. Still didn't work. Manually installing the driver also says "access denied".
It also says that the correct driver is the HD7900 series? Has anyone else had issues installing the R9200 series drivers on Windows 8.1 64-bit?

There's an important update available in windows update - "AMD Graphics Adapter WDDM1.3 - AMD Radeon HD 7900 Series"

I tried installing this, but the install just keeps failing...
 
Yes, that is the update you've to install. But you're saying it fails. Do a disk clean-up of your OS partition, it will delete older windows updates. Uninstall the video driver (if any). Restart the system, then try installing that windows update. (there should be no video drivers installed while installing this update).
