ASUS Z87 PRO(C2) problem

I configured a new workstation.

1. Motherboard: Asus z87 PRO(c2)
2. CPU: Intel I7 4790k
3. PCU: CoolerMaster B700
4. RAM: 2 x 8GB Kingston ValueRAM PC3-10667E ECC CL9
5. HDD

When I reset either from the OS, or from Hardware ,
It shows the Q-Code "00" (Not Used) and the red CPU_LED from the Motherboard lights on continuously.
There doesn't appear to go any signal to the Monitor.
I am also unable to shut it down from the "Power On/Off" button(i have to shut it down from the PCU switch).

I read some threads on the internet, and what I stopped upon is:
1. Either there is some kind of hardware problem with the CPU.
2. Either there is some kind of hardware problem with the Motherboard
3. Or I should update the BIOS, because this is a 4'th generation Intel CPU(maybe some incompatibility issue with the BIOS)

I have to say that I was able to boot from a flash into linux, and from a HDD into windows. Everything works, except when I try to reset.

Everywhere is written to try to flash the BIOS first. However since I am unable to reset I am not sure if I will be able to finish the process.
***Do you think it makes sense to even try to flash the BIOS?
***Do you think I will be able to flash it till the end, taking in account the problem with the RESET?
