Windows 8 not starting (dual boot with Windows 7)

Hello,
I am running Windows 8 on my laptop and I accidentally deleted the wrong partition when trying to remove Windows 7 dual boot, I removed Windows 8 boot partition. However I attempted to fix it via the Windows 8 installation media through my USB, I followed a tutorial and my laptop now starts and lets my choose either Windows 8 or Windows 7, I choose Windows 8 and wait for it to load, how ever it never does load it just has the Toshiba launching screen and it never goes. However sometimes if I restart it says something about 'launching automatic repair' or something like that, but then it takes me to a black screen for about 30 seconds and then restarts the computer making me choose what OS again, it is just a repeating cycle. I tried the automatic repair and resetting the laptop via the installation media but it gives me an error telling me that it cannot fix it because I need to select a OS. I don't know what to do, please help.

Insert your Windows 8 disc and reboot. During the boot sequence it will prompt you to "press any key to boot from CD/DVD"

Press any key and the system will load your Windows 8 disc. From there you can perform a startup repair for your Windows 8 partition.

If startup repair does not detect any problems, launch command prompt and type in "sfc /scannow" without the quotes.

The repair doesn't work, or maybe i'm doing the wrong type. I cant find startup repair but I can find automatic repair, but that doesn't work. I am also getting an error with that command in cmd, "Windows resource protection could not start the repair service."
