Your current specs are pretty good, so I think it's a better idea to upgrade when you can't play your favourite games. Save the money.

+1 to above cpu cooler if there isnt one and overclock it if it isnt already, possibly switch to one strong gpu.

IPS monitors have a lot better color quality, however, they have slow refresh rates, so screen tearing would be quite visible

You stare at the monitor every time you use the computer, how can a nice monitor NOT help? Best improvement I did for my computer is to switch to a high-end IPS monitor. Although the response time is something like 12ms on mine since it's a bit older, no-one in my household complained about using it for games and my son, myself and the wife all play.
