I need to create partitions to multi-boot with Linux. How is this done in Windows 8.1 when 8.1 itself is 4 primary partitions?

Solution
I would reinstall windows. Create two equal partitions (or whichever sizes you want during the installation. Install Windows on one and leave the other blank.

Once windows is installed and configured with drivers, etc, go to Control Panel and find the extra partition to be sure it is there. Then run the install for Linux.

If you are asking for help please provide more info, like Mobo, cPU, what kind of bios (uefi/bios), what kind of partitions (MBR/GPT) and what kind of linux you are trying to install. Your question is very vague.
