Also, does it make beep codes? If not, plug in a 4 pin speaker connector and see if its trying to tell you something

If nothing then, then go back to basics and work back up:

1) Remove everything except the CPU and board and attempt to power. You should get Beep codes yelling about the lack of RAM
2) Add Memory and see if the beep codes show up again.
3) Use onboard video if you board supports it while you do this.
4) Lastly, plug the GPU in and see what happens (no hard drives)

Your most likely fix is to try good ram in each slot one at a time. The old power supply may have caused one or more of your ram sticks to fail.

I think.. there is running TWO cables from the Powersupply > GPU.

But in the box with the PSU there was a One (going to PSU) to Two splittet cable (One from psu, and splittet into two in the end). I did not use this cable.

Is this the right way to do it?

1.testet one single ram block at a time.. all four works.. and it boots into post. -Works

2. Puttet all 4 in at the same time - fails

This works:
there is ram in 1,2 and 4 - works

if i take the same ram blocks and put into:
1,2 and 3 - fails !!

What is going on here.. can one of the slots you put the ram into be broken ???

Indeed it is possible and not all that rare (not common either). Your ability to dual channel has been taken away due to a fault. It could have happened from a number of different possibilities: blown capacitor (shorted), over voltage causing failed slot or memory bus lines, on initial installation of CPU a bent pin or 2 would cause this as well (but you don't have this issue since it occurred later), etc.

You may continue using the board with the working slots, or replace the board. If you have a local shop around that can troubleshoot and repair the board for less than a new one that would work too but not too many places have the equipment for that.
