i am starting a new isp business,for these i need information about the hardware and software
requirements and their estimation for the development and the best network services which provide me to develope internet services in my city......

This is not a forum question, you need to do a lot of research. The answer you are looking for will likely run into several dozen pages. Do you even know the costs you will end up with? Do you know where you will get your connection from to sell as an ISP? Do you know what infrastructure is in your city, where it's located, how to hook up to it at the backbone? Where you will keep your equipment? Billing, purchasing, metering, customer support, tech support for your equipment, tech support for the end user equipment?

You can't just say I want to start a business now tell me how.

Firstly you have to know about the area and the requirement of that area. Idea is really awesome because everything is done on internet now a day. You have to store everything related to the services of the internet.
