Computer won't boot from CD/DVD or USB

So the computer I built for my dad a few years ago just crashed, getting Windows stop error 0xc00000e9. I've already pulled all of his important data off of the drive via my own computer, and now I'm going to wipe it with a fresh install of Windows 7. I've got the boot order on his computer set to CD/DVD first and USB second, but whenever boot it up it goes right back to the faulty Windows 7 installation and bypasses both the bootable Windows 7 DVD and the bootable Windows 7 USB drive. I also plugged in a second DVD drive just to confirm that the first drive wasn't faulty, same problem with that drive. Any ideas as to why it refuses to use any other bootable media?

What I would do if your motherboard had the option is to exclude the hard drive for the boot sequence. Next I would try to put the hard drive in the last position of the boot order. If that fails, then try to unplug the hard drive. See if it works, then plug it back in.
