Very bad cpu and gpu spikes occurring when gaming.

Hey guys I am having some issues with my cpu and gpu acting funny when gaming lately. My fps in games like battlefield 4 will be steady around 55-75fps and then will stutter terribly down to much lower fps before coming back up to the 55-75 range and then it will go straight back down. I enabled a graph in Bf4 that shows the gpu and cpu utilization and it showed that there was some pretty terrible spiking going on. This is making my games very difficult to play, if anyone could help me out that would be great. I recorded a match of BF4 with HWMonitor pro and put some various results from my cpu and gpu such as utilization and temps on my imgur feel free to look at it to understand what I'm talking about.

That link also did not work, does the issue occur both online and off? Or is it just online. If so check your network usage. If not check your power plan in the control panel and set it to high if it is not already.

Hmmm link seems to be working, I don't think my network is the problem I have a very solid network connection. I'll try to upload the pictures differently when I get home.
