windows 8.1 64bit
motherboard: z87-a
psu: evga 750w g2 62 amps on 12v
video cards: Asus gtx760 directcuii, evga gtx760 both are 2gb gddr5
ive swapped card's pcie slot. no luck
the fan on the 2nd video card has power
the video cards are in the top and middle slots because the sli bridge that came with my motherboard is short so i figured thats where they should go. i have also flashed my bios, updated windows. nothing seems to work :(

Solution
The third slot is "1 x PCIe 2.0 x16 (x2 mode) " so it will work but not very well. If you can't get the second slot working, you should get another motherboard.
I gather the Asus is No.1 and EVGA No.2

Your mobo - http://www.asus.com/au/Motherboards/Z87A/specifications/ - 2 x PCIe 3.0/2.0 x16 (x16 or dual x8)

So if you have the cards in the ist and second x16 slots you should be OK.

Does the EVGA work OK by itself in the top pcie slot?

It's automatic. Sometimes using the second slot for the first time means having to clean it first so the second card makes good contact. Is the second card locked into the second slot? Is its PSU connectors fully on? Is the SLI bridge connected properly? Sometimes they need a good push.

i decided to turn off my pc and use a can of air duster. in order for me to get close to the pcie slot i had to get in to my pc. upon using the air duster some liquid shot out onto my pc.....the card was locked onto the pcie slot.the psu connectors were fully on. sli bridge was connected i tried it in every single position. nope doesn't say anything about sli bridge. im going to wait a few minutes before i turn my pc back on

i got the video card to detect by putting the asus one in the third slot. but now the bridge that came with the mobo is too short for them to sli. also the evga card (top slot) is in pcie3.0 and the asus card (bottom slot)is in pcie2.0 will the asus card bottle neck my evga card because its running in pcie2.0?

yes i have cleaned it out. i tried putting the card back in after cleaning out the slot but no luck. windows still doesn't detect it. it only detects the card when its in the third slot.
