planetside2 Hossin performance?

Ok, so I have a gtx 760 and i54690k and I've noticed something strange in Ps2 when you press alt-f you can see your FPS and next to the either GPU or CPU. Well after some research I found that which ever one it displays is what is limiting your FPS. I noticed that when I am in combat it's almost always CPU and When There is no combat it is almost always GPU. This means whenever I'm Fighting my CPU is limiting my FPS. But isn't a i5 4690k supposed to be really hard to bottle neck? Why would It be bottle necked by a 760? Another question when I'm on Hossin I noticed that the bottleneck is the GPU 90% of the time and I get worse performance (on the other maps I get 60-70 fps on ultra on hossin it's 35-60 in combat.) why is this? is it a reason to panic? Does this mean if I got a better GPU I wouldn't see a performance difference without upgrading the CPU first?
 
That gauge dosent really mean there is a bottleneck, it just means one is working harder than the other.
What settings are you playing on?

I play on med/high 75% quality and average 30, drops to ~17 in heavy combat with my rig, with the CPU warning always on.
I wouldnt worry too much about what its saying.


As for hossin specifically, it typically has more water and foliage compared to the other 3 maps, making it more intensive on hardware. SOE also like to try to optimize the maps, hossin hasnt been around long enough to do so.

I play on ultra 100% without smoothing and v-sync tbh I have been impressed with the gtx 760 but this has troubled me a bit. Why does Hossin say GPU while the other maps say CPU?
