Java:
I haven't found a single fix on the internets or this website. It is getting progressively worst taking 5 - 8 clicks to make it work. I have tried different mice. It does it on the computer based stuff and on the web.

I see it tagged it as windows 8. I am on windows 7.

Solution
Since the problem persists with any mouse connected to that PC is safe to say it's not a problem in the mouses, 2007... while HDDs tend to live longer than expected they are supposed to only last 5-6 years depending mainly on how much usage you give them of course.

Via keyboard? Explain the port issue?

and yes it does happen with every mouse.

I did build a new computer but kept the harddrives doing these things I forgot how to do, deleting a file and drivers then getting that, would that be a cause of it? This was earlier this year, start of summer. It happened a little bit after I had my computer running but I feel like it went away until a few weeks ago and it just seems like it has been progressively getting worst.

Could it be linked to my computer taking 20 minutes before anything actually opens?

20 minutes..... that's indeed your system slowed down, most likely one of your HDDs is failing, that usually causes the slowdown you're suffering. I suggest you to first try to boot with only the HDD where you have your OS installed connected and see if the problem goes away, that would mean the 2nd HDD (the one you disconnected) is the faulty one, else it means the HDD where you have the OS installed is the problem, once you've identified the failing HDD try to access to it and backup all critical info to not lose that data.

You could try then to format (full format not the "quick" one) the failing HDD and see if that solves the problem, but when facing a failing HDD the best thing to do is to get a new one.

Ok would there be any other possible problems to the mouse being bad? My malware anti virus and anti spyware have not detected any problems.

Also my oldest hard drive is from 2007. The other one is just a couple of years old.
