Fresh Install Windows 7 on Samsung Evo SSD

I purchased a new Samsung 840 Evo 250GB SSD and I have been having trouble doing a fresh install of Windows 7 on it. Earlier I tried it with a 120GB version but had no luck. I called Samsung support and followed their instructions. They said I had a dead drive so I returned it and got this new one. This new one is also giving me trouble. I followed the instructions that Samsung gave me. I installed the drive with a SATA 3 cable. I went to my current windows and set the new drive up as GPT. I created a new volume with all the default settings. I then restarted my computer and went into my BIOS. I set the SATA to ACHI, and saved and reset. Then I had it boot into UEFI: dvd drive name. Then I try to install to the primary partition and windows will not let me. It tells me that "Setup was unable to create a new system partition or locate an existing system partition. See the setup log files for more information." Please help, I have been trying to figure this out for days and it is driving me crazy. If it helps, my specs are:

when in the windows installer, format that drive then try to install. you shouldnt have to go into windows and set up a new volume. it shouldnt be set to GPT, thats for storage drives, it should be set to MBR, thats for boot drives. \

regardless, you shouldnt have to choose. just fformat with the win 7 installer then install to that drive. it should be as simple as that.
