First off, piracy is ILLEGAL and discussion of it on this forum is not allowed. I have alerted the mods.

Second. 250Quid is NOT enough for a decent complete gaming rig, however you have SOME components.

What EXACT HDD do you have? Is it SATA?
What EXACT RAM do you have? DDR3?

You can use Windows 8.1, nothing wrong with it.

So based on a vague issue that you had, you blame it on Windows 8.1 instead of any number of other issues it could be?

ive had other issues on other systems with win 8.1 NEVER with win 7 so yes of course i blame windows 8.1 i mean i like windows its great ive even tried windows 10's beta its not that glichey but win 8.1 FOR ME is terrible and i would never install it on MY system you all can install it on yours though maybe windows 8.1 hates me :D

No problem. :)

Best you are going to get. Pretty decent I should say, will struggle a bit in games that require a bit more CPU power.
