Browser do not work, but I am connected to the internet

I am working on my friends laptop which has trouble accessing the internet through his browser. This problem just started happening and nothing was installed or uninstalled. At first when he boots and logs in, he is able to use any browser but after a minute or two they no longer work. He uses chrome, but I also tried Firefox, ie, and a portable version of chrome too, which still doesn't work. Now which is odd, when the browsers stop working, spotify will work and I can update programs such as iTunes, malwarebytes, access the windows store and everything else that needs the internet works but the browsers.

Now, entering safe is the only way the browsers will work. So this is what I have tried so far and nothing yet has worked, I ran norton, malwarebytes, and ccleaner registry cleaner. Uninstalled and reinstalled the browsers. Through the command prompt I ran "netsh int ip reset" and "netsh winsock reset" with a restart but still nothing.

Is there anything else I can try? I thought about trying sfc /scannow but I feel like that is a waste of time. Does anyone have any other ideas?
 
I wouldn't use reg cleaners. They can or will make things worse

Get adwcleaner. http://www.bleepingcomputer.com/download/adwcleaner/

Once it finishes look under the tabs for any strange names/folders.

If you know what the program is untick it then click on clean. Leave the adware entries etc ticked. If there are any

So it can remove them. Then reboot.

They can cause damage if you don't understand what they're removing or changing, which is why I look at what it wants to do before allowing the fix, which is usually just removing stuff left behind by 3rd party software or games.

I tried the program but nothing was found, so it did not work. I believe the computer is free of anything harmful.
