Secondary HDD Death and Reinstallation

Just to give some context to my question..

In the past I've always had one storage device on my PC. So, when a HDD would eventually die, it was as simple as disconnect and reinstall. With the advent of SSDs, many of the PCs I have all have the SSD for OS and HDD for Games and etc...

My question is what is the general process for installation on a new HDD while not formatting the OS Drive?

For Example -

I have a 60GB Kingston SSD for my OS, Antivirus, System utilities such as CCleaner/Defraggler and Web Browsers.
My 1TB Seagate Barracuda has my Steam, Origin, Uplay, GoG, Bench marking utilities such as Valley/Heaven, Mods and Mod Managers, Driver Backups etc. Nothing I care about running as fast as possible.

I would imagine when a drive is no longer functional, these programs are not uninstalled and have left remnants on the OS Drive. In the past I would have just formatted everything because by the time the drive is dead, its probably time for a clean install anyway.

I've googled about for the last few hours and havnt come across anything so I figured Id come here. I don't have a problem, I'm just wondering if there is a somewhat standardized procedure about how to go about such an issue.
