New Build PC Won't Turn On

After installing building a computer with mostly new parts I cannot get it to turn on for longer than a second or two. If I remove the RAM, the power will stay on, but otherwise it shuts off after a couple of seconds. I've been researching for hours but cannot figure out what's going on. Any ideas?

CPU: Intel i7 4790k
Mobo: Asus Z97-AR

All connections are correct as far as I can tell, as is the CPU heatsink (again, as far as I can tell). I have two sticks of memory and I've tried booting with each stick in all possible configurations to no avail.

Holding the memok button immediately reboots the system, and then it goes back to the cycle where it starts and shuts back off after about a second. It will do this over and over until I turn power off from PSU. I should have mentioned it cycles infinitely earlier (whether or not I press the memok button), sorry about that!

Yeah, I'm fairly certain the fan is in the right one. It's vaguely labelled, but it is color coordinated and I can only seem to fit the CPU fan power cable onto one of the connectors.

Not really. I have an old 430W that I tried, but when I power it up it only comes on for like a split second before doing the infinite reboot thing. For what it's worth, this is the second "new" PSU. I had to return the first because it came DOA (it failed the paperclip test).

Ack, sorry accidentally pressed the answer button. The only thing I moved was the reset for CMOS when I was trying to see if that would help (I read in a few places it might), but I put it back. If there's nothing left to try then what is likely wrong? I can return the parts if they are defective.
