New Build PC Won't Turn On

After installing building a computer with mostly new parts I cannot get it to turn on for longer than a second or two. If I remove the RAM, the power will stay on, but otherwise it shuts off after a couple of seconds. I've been researching for hours but cannot figure out what's going on. Any ideas?

CPU: Intel i7 4790k
Mobo: Asus Z97-AR

You've connected the CPU fan / 24 pin / ATX 8 pin? Try different slots. Is the CPU heatsink on properly?

All connections are correct as far as I can tell, as is the CPU heatsink (again, as far as I can tell). I have two sticks of memory and I've tried booting with each stick in all possible configurations to no avail.

Press the memok button on the mobo see if that'll do anything

Holding the memok button immediately reboots the system, and then it goes back to the cycle where it starts and shuts back off after about a second. It will do this over and over until I turn power off from PSU. I should have mentioned it cycles infinitely earlier (whether or not I press the memok button), sorry about that!

When you say mostly new parts whats old?

If you want to use HDMI remove that videocard see if onboard works

It exhibits the same behavior (endless power on/off) regardless if the video card is plugged in.

Try shorting the pwr and gnd pins with a screwdriver on the system panel connector. On the mobo. What happens?

Same thing as if I had pressed the power button, endless on/off cycle.

Is the CPU fan plugged into the right header 1 x CPU Fan connector(s) (1 x 4 -pin)?? Not the CPU OPT ?

Yeah, I'm fairly certain the fan is in the right one. It's vaguely labelled, but it is color coordinated and I can only seem to fit the CPU fan power cable onto one of the connectors.

Looks like the CPU header is at the top of the mobo the OPT is to the left

Yeah, double checking that and the manual it appears to be correctly plugged in.

Is it in the case or out?? I would pull it out if its in the case and test it.. Put it on a table or something

I removed the motherboard from the case and placed it on the counter on top of the bag it came in. It exhibited the same behavior.

Not really. I have an old 430W that I tried, but when I power it up it only comes on for like a split second before doing the infinite reboot thing. For what it's worth, this is the second "new" PSU. I had to return the first because it came DOA (it failed the paperclip test).

You didnt remove any jumpers or change any on the mobo did you??

Ack, sorry accidentally pressed the answer button. The only thing I moved was the reset for CMOS when I was trying to see if that would help (I read in a few places it might), but I put it back. If there's nothing left to try then what is likely wrong? I can return the parts if they are defective.

And youre sure the jumpers on the clrtc header are on the 1st 2 pins? Not pins 2 and 3?
