My suggestion for CPU/GPU combo for low budge. Fully capable of running Dota 2 at medium:
Pentium G3258 (or any Ivy/Haswell Pentium should work. I like the 3258 for the price, and the ability to overclock if you want in the future).
GTX 750 or r7 260 (the 630 should work, but I'd suggest either of these if you have money to spare).
