Asus R7 260X high idle clocks.

Hello,
I have a Asus R7 260X GPU and the core clock and memory clock are constant at 1188MHz Core Clock and 7000MHz Memory clock. the Gpu usage reading is usually at or near 0% but the clocks don't change.
it also says that the power target status is 100% so I take the card is drawing a lot of power.

I am using the latest catalyst 14.9 Gpu driver Currently, I have tried using older drivers but none helped the problem.
How do I fix this?

The 7000mhz and the 1188mhz is standard default settings for that card. WHen you say the power target status is 100% that means it will be able to use 100% not that it is necessarily. They should constantly be at that speed cause that is the default in which they run at. It looks everythign is fine here.
