Is this computer setup good for high end gaming?

Can this rig run Dota and CS:GO at max settings? I am pretty new to computers and would love a biref explanation!
My specs are Operating system

Windows 8 64

Processor

4th generation Intel(R) Core(TM) i7-4770 quad-core processor [3.4GHz,8MB Shared Cache]

Memory

12GB DDR3-1600MHz [2 DIMM ]

Hard drive

2TB 7200 RPM SATA Hard Drive

Graphics

1GB AMD Radeon HD 7670 [DVI, DP, HDMI, VGA via Adapter; DX11]

Optical drive

SuperMulti DVD Burner

It could be ALOT better. CPU is fine, but an I5 is enough for gaming. Change to 8gb ram, since that's all you need for gaming atm. Graphics card is pretty low end.. I'd say, at least, get an R9 280.

Well what will the graphics card actually do?
Will it just make evryhitng look prettier?
Or will it also raise porformance from day to day?
I have around £200 left over, any good graphics card for that amount?
