I'm going to build a budget pc and I don't know if I should use this for gaming if it was decent then I would use so could you please tell me

No it will not bottleneck it.
With a decent overclock that CPU can handle any single GPU without it being the bottleneck.
Yes it is a decent choice for budget build, only somewhat restricted by the old platform.

Also it has only sata 2 and usb 2.0, minor things that won't impact your gaming but are nice to have.
You can't utilize a fast ssd to it's fullest with only sata 2, of course in normal use you will hardly see a difference.
