Gpu fans start but computer won't boot, will formatting help?

It won't boot after i changed my GPU but it works if i put my old one in. these are my specs:Corsair TX V2 750W PSU, Intel® Core i5-3570K Processor, XFX Radeon HD 7950 3GB GDDR5 (<< old GPU). And i wont work with my gtx 970 and i've tried everything except formatting and updating bios because that's a pain in the ass.

If you get the post screens on boot and hang when triying to load windows yes, formatting could help (althought it will be a very rare error, usually if you have drivers for a wrong card windows resort to default drivers) but if you are stuck before the post show on the screen you have another problem.

Yeah i've switched the GPU so that's not the issue, and i've used the PSU for 2 ish years without issues so i'm sure it will help. Oh thanks for the answer btw :)
