Black screen with cursor on start up

I have read several threads but none seem to help.
its a dell laptop with windows 7

I get windows logo but black screen after that
cant use ctr alt dle
cursor moves but nothing to click
cant boot to safe mode (any)

I can get into recovery options but no images found
i can get to cmd prompt
tried start up repair 5+ times
sfc /scannow states repair pending and restart required even after restart
tried reg edit on shell (explorer.exe) and userinit.exe are both fine

I have run out of ideas please help.

ya Windows 7 right had this myself it was malware. There is a trick I used. The task manage still works so hit cntr alt del and you can hit file/run new task. so heres the trick put a malware program malware bytes or combofix on a USB drive and then using the cmd command under new task you get a dos box change to the drive letter of your USB stick aka G: F: ect. then run the installer for the malware scanner from command line. Fixed the issue on the computer I was fixing for a friend.

Finally got sfc to scan but get the message:
"Windows resource Protection found corrupt files but was unable to fix some of them.
Details are included in the CBS>log"

Any thoughts?
Keep in mind I still boot to black screen so im running out of CMD in repair
