Best Graphics Card for my current PC

I'd like to upgrade my graphics card and see what my options are. My dad's friend built my current PC is about 4 years old and I'd like to build a new one, but my current one is still going strong and I'd like to use it for a while longer. I don't have a limited budget but I'd like something under $250.

Current specs:
CPU: AMD Athlon II X4 620
PSU: Chiefmax V2 450W ATX
GPU: AMD HD Radeon 6670
2 HDDs
RAM: 4GB
Windows 7 64bit

If you can , buy the 650ti.
The CPU and psu really need an upgrade.

Ya that's kinda what I'm worried about.. Speaking of that he should get the 650Ti and then with what he saved get a decent PSU.

The corsair CX 500 is pretty good for it's price. Only $35

Motherboard is m4a785-m.
I might as well build a new computer at this point. But I honestly don't know what I should be getting. I don't want to spend too much, maybe something between 600-700.
