One Computer "lagging" whole internet

As soon as this one computer in the house is turned on, the whole internet lags for everyone. Fine when that one computer is turned off, but as soon as its turned on, ping raises to the thousands, download and upload speeds drop drasticly, what is going on with this one computer?
 
It may have a defective network adapter, that is flooding your network with bogus packets. The router to which it connects should be able to give some information as to how active it is. It may also have been infected with a spambot, and is sending out lots of spam. Run anti-virus and malware scans on it.

virus/malware scan is top of the list. if it's a program of some kind going nuts with network requests, you can track it down with some firewall software. for instance, Zone Alarm firewall will block and ask you about all requests for network access when set into learn mode. let it run and the firewall will keep popping up the requests from whatever is spamming the network. then get rid of whatever it is.

got any torrents or anything running on that computer? doubt it so i'm gonna say no that's not normal. something is sending those packets and you need to figure out what. check the task manager and see if something is running that should not be.

also try booting into safe mode with networking and see if it still does it. this will let you know if it's a program or something wrong with the network card or driver as they will be the only things running in safe mode.

Havn't got to what you said quite yet, but if the computer is on, it starts happening. It doesn't need to be logged in, just switched on and sat on the login screen. The problem still occours.

is this computer wired or wireless? if it is wired, unplug the cord, boot it up and then uninstall the nic through the device manager. reboot and let it reinstall the nic and plug the cord back in and see if it continues sending the mass packets. that rules out the driver as the issue and is quick and easy.

i'm still thinking virus/malware issues. boot it up, disable the wireless card and run some scans. virus, malware, check the task manager for things running you don't know (google some to see what they are if unsure).

as a side note: when exactly did this start? was this computer always hooked up with no issues and they just started recently? you can also see if you have a windows restore save from before the issue started and back it up to that point. sometimes you can get lucky and it'll disable/remove whatever is screwing things up at least so you can run the scans without it interfering.

Always have had the problem ever since the computer was purchased. It is right next to the router its self, but I wouldn't think that would cause it to lag the whole internet for everyone else just becuase its closest to the router

The cable being plugged in makes no differance and all the scans are negative.
