You need to completely uninstall your ATI drivers. There are many ATI driver cleaners out there to help you get rid of them.

Don't just uninstall the old drivers, make sure they are completely clean. Can try something like http://www.guru3d.com/files-details/display-driver-uninstaller-download.html to get rid of all the files on your computer from that old GPU.
No, The only thing you would want to do is fully uninstall any and all drivers and AMD programs that relate to that video card, then install the Nvidia drivers and software. The games are independent of the drivers and do not need to be reinstalled.

Your CPU is the problem. It is quite bad actually. Now that the CPU is higher end, you will get more CPU related issues (stuttering).

Your CPU is just weak. Plain and simple the x1xx CPUs from AMD are CRAP. AMD even said this themselves. This is why the x3xx CPUs rolled out so fast. Now that you have a better GPU, you are getting CPU stutter because your CPU cannot keep up. This type of CPU bottlenecking usually results in higher frame time variance and is MUCH more noticeable and annoying than standard FPS drops from a weaker GPU.
