I need help deciding which build to pick!

I want to build my first gaming pc but I have two builds I wanna do but I gotta narrow it down to one obviously.
I know they are $200 apart but that's not what would make me chose because more money doesn't mean it works better than the other (does it? My first build so idk)

Could you guys break each of these builds down into the pros and cons of each? I just wanna pick one and get my build on.
Oh and they both will be using this case (because I already own it).

-none
Cons:
-poor power supply, has bad reputation
-too expensive motherboard for a weaker CPU

Build 2
Pros:

-great power supply
-better CPU
-stronger GPU
-includes OS

Build #2 is better. You could actually reduce the price of #2 by:

-even cheaper motherboard
-EVGA power supply (XFX is fantastic, but sometimes money is more important)
-cheaper hard drive

Solution
Build 2 is much stronger. Both for cpu and graphics.
In addition, the xfx is a much higher quality psu.

I will never again build without a ssd for the "C" drive. It makes everything you do much quicker.
120gb is minimum, it will hold the os and a handful of games. If you can go 240gb, you may never need a hard drive.
I don't.
I would defer on the hard drive unless you need to store large files such as video's.
It is easy to add a hard drive later.
Samsung EVO is a good choice.
Intel is OK too.
