Dragging windows leaves a trail + video choppiness/lag after clean install

I just installed windows 7 onto my rig after using my friend's for a little while. After installing all of my drivers I noticed that anytime I drag a window, it leaves a trail and that any video I played was choppy. I uninstalled and installed all of my drivers again but the problems persisted. This did not happen before I installed the new windows 7 and I did not add any hardware to the system. The only thing I haven't done yet is a clean install of everything but that seems annoying and I would rather not do it if it is not necessary. Any help would be appreciated and I am new at this so layman's terms would also help. Here are my specs:

Motherboard: ASUS M5A99X EVO R2.0

Processor: AMD FX-8350 Black Edition Vishera 8-Core 4.0GHz

harddrive: Seagate Barracuda ST1000DM003 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5"

are you saying that it shows you have 16 installed but only 8 free (the other 8 used) or it only recognizes 8?

I ask this because if ram that can be used gets too low the system will start to store what is not in use on a temp pagefile on the hdd and then when you need it, it has to first store what is running on screen to another pagefile then load the first pagefile and so and so on
