Computer isnt running games nearly as fast as it should??

Hello im having some sort of problem with my computer. I have a fairly fast gaming computer build:
CPU: AMD FX 4130 quadcore 3.8 ghz
GPU: Gtx 670 nvida
8 GB of ram
windows 7 ultimate
I havent tested this on all my games, but the game im trying to play; dcs a10c flight simulator, is only running 5 to 15 max fps on the lowest settings, when a year ago when i first got the pc it was running at 60 fps on the highest settings, i just reainstalled the game and now i have horrible frame rate and perfomance. I posted in the dcs forums and my game should be running at 60 fps at max settings for my build. i went through and tested a lot of possibilities, i checked to make sure my gpu and cpu werent over heating, i did a full sysstem scan for viruses, and found a trojan horse and deleted it, i found out that my gpu was being bottlenecked down to 324 mhz instead of its normal 1000 mhz clock speed due to an autmaic bottleneck when it got over 50c, so i manually raised the fan rpm to 100% and got the clock running at 900 mhz while playing the game, but this didnt effect the frame rate at all- which is confusing, becuase there should have been a huge leap in fps- but clearly there is still something wrong, i manually changed both in the nvidia control panel and the power settings in windows control panel for the cpu and gpu to run for maximum performance and not power savings. Idk what is wrong

Did you check if the CPU is maybe throttling? Is the Power Options on High Performance so the CPU works 100% all the time? Are you perhaps using a 5400RPM drive for your OS and Games? I'm not sure what the problem could be.

im not sure if it is throttling, how do i check? no i just changed it to high performance to see if for somereason the game wasnt engaging the cpus full performance, but the frame rate stayed the same, its been on the balance setting since ibuilt the pc. no the hard drive is 7200 rpm.

Well if you set it to High-Performance (Which basically locks the CPU to (near) it's max clock and the problem occurs, it doesn't seem to be a CPU issue. With a 7200RPM you probably won't have HDD thrashing problems either. You said your computer use to perform well at first so I can only guess that one of your components is somewhat damaged. Has the games all been updated with latest patches, latest drivers, etc? If you have any spare parts like a spare CPU or GPU you could change them and test to see if the problem is with any of those two components.
