I have a budget of around £400-600 but that includes the monitor.I will be using the Elgato,Sony Vegas and Photoshop so it will also need to be able to run those too. Also, I won't be able to build it because I don't have the time and I'm not great at making anything.

Yeah, especially if you overclock. Just watch a few tutorials, it's really easy. I also included a monitor in that parts list, coming to a grand total of £600.
