Bios update fail-keeps restarting after 20 seconds without displaying anything

Please help, this is my step son's pc and i might have messed it up.
Hello i have just put together a pc,
Motherboard MSI P67A-C45 (B3) processor intel i7 2600K, RAM -8GB DDR5 ,
It worked and used it for 2 days only the processor ran at 2.6 GHz, and not 3.4 GHz
so i decided to update the BIOS

only that after the first restart, keeps restarting... i left it doing this more than than 40 minutes but kept restarting, without any message on the screen, nothing but check signal cable, it stays on for 18-20 seconds then cuts power then in 2-3 seconds again powers on for 20 seconds and so on.
I have tried to push the reset cmos button, ...removed power for residual voltage... the battery..
What else can i do ?

Yes i know it was not for my Motherboard, it was just an example of how the steps were taken until it stoped....
I did get the proper update for the motherboard for when this happened, i checked that.

I tried with the oldest MB BIOS, from the official site, (they are zipped files, and i put them on the USB flash and nothing happened),...nothing appears on the screen...and keeps restarting. If i get an earlier version of the BIOS, it is an exe file that unpack only is placed on the USB drive, and then it will not extract from a different computer...
How else could i restore BIOS ? if that is necessary ...

If i try to extract the .exe update on my flash drive using my laptop, it will not let me. (and yes the .exe file is already on my usb flash drive when i click on it to self-extract...
