Does a PCIe 2.0 x16 affect a PCIe 3.0 GPU?

In my country, I can't find a mobo with a PCIe 3.0, will the GPU work fine with PCIe 2.0 mobo?
btw My GPUs are:
GTX 660 and R9 270x

there is no difference at all between performance on a PCIe 2.0 and 3.0 slot - PCIe 2.0 isn't even saturated and will not be a bottleneck for any current GPU
