Pc running very slow suddenly.

Hi. I have a high end gaming pc with i7 4770k, gtx 770, 125gb ssd with windows 8.1, 3tb hdd. MSI g45. My pc was running very slow so I tried to reinstall windows and it helped until i started playing League. Games load really slow and when they open they lag so much it is unplayable. I opened HWmonitor and saw that the temperatures on my cpu were jumping fast up and down from 40 degrees celsius to 50, i use a cooler master seidon to cool my cpu. Powers are also jumping up and down on voltage. I did run a hdd error check but all was fine. What is wrong?
 
Do you have anti-virus? No, Norton or McAfee does not count. Obviously sounds like some sort of issue with your CPU or the cooler. However this could be your mobo and psu too.. Full specs please? Were those temps at idle or load? How long was it working before this started happening? Download CPU-Z and monitor the CPU frequency while playing a game. Are you OCing?

I scanned with Malwarebytes but nothing came up, and it was a fresh install of windows, i reinstalled windows just two hours before the problems started again. I have had my pc for 1,5 years, half a year ago I had to change the mobo because of a nettwork problem. I have nothing overcklocked.
PSU: corsair 850w
CPU: i7 4770k
GPU: Gainward gtx 770 4bg
RAM: 16 gb hyperx
MOBO: MSI G45 Z87
CPU cooler: cooler master seidon 120m
Those temperatures was from right after i got out of League, but they stayed the same a few minutes later jumping up and down.
Now i just logged in and downloaded CPU-Z, now i am not playing. CPU-Z shows the core speed when idleing is 800 but suddenly jumps to 1600 mhz or 3000 mhz, and it does this every two seconds or so.
