REd black colour schemes i find that Asus' Republic of Gaming which is a red/black theme.
In order to help you with "parts of the loop" we kinda need to know what case you have, what components you have ect. If you are just goign to go with CPU cooling then go to FrozenPC and find a kit with at least a 240mm radiator, bigger if you get a larger case with a D5 pump in the kit.

Mainly gaming - the specs don't have to be crazy - I am not going to be playing anything too crazy (a bit of BF4 here and there). Mainly games like Civ V, Kerbal Space Program etc. Nothing too demanding. I am just looking for the amazing asthetics (like the one in the picture). If it means spending more money, or doing a bit of modding, I am all for it.

Ok, thanks. Could you quote some parts for the loop? I haven't really gotten into custom water cooling before :)
I also quite like the look of the FT02 case, so probably building in that.

Ah so you want something like an I7 system and blow the rest on water cooling. Well do you know anything about water cooling? :)

The things you will need first then is choose on a case that you want. Full Tower most likely will be best so you have plenty of room for the honking new water cooling you want to install.
I7-4790k CPU
GTX 970 or 980
A z97 motherboard There are several out there with different colours you can choose form red/black, white black, gold black, blue black
8-16 GB of RAM that matches
A 650-800 watt power supply.

It is hard to determine what to get you cause your picture, while nice, really doesn't show what scheme you want to go with, colours and such.
