Is my cpu-opt malfunctioning?

I bought the GA-Z97X-Gaming 5. I added 2 fan's for my corsair H90 140mm in push\pull configuration. I have connected the pull fan on the cpu header and the pull fan on the cpu-opt header. The fan connected on the cpu header is running all the time with up and down rpm speed according the cpu usage. But the pull fan that is connected on the cpu-opt header is not running\moving at all. The fan that is connected on the cpu-opt starts to run only when i use the computer for something ''heavy'' like gaming on ultra settings. Why is that? Is there any way to fix this?

I Thought cpu header and cpu-opt they are like ''twins'' controlled from the same controller and that way 2 fan's are working like one.

Yes the fans are identical.
I noticed that, when i start the computer the cpu-opt fan starts and spin in full speed then when the system is on the windows the fan stops completely.
How do i increase the starting percentage?
