HELP!CPU clock drops and jumps while in full load?

hello...so firstly i have an athlon x4 750k (stock speed) with a 212 evo cooler.
i noticed when i stress test my cpu that clock speeds jump up and down all the time...for example..(look at Core Speed in CPU-Z)
(these pics are while stress testing the cpu with prime 95.)

then after this keeps being repeated while in full load i noticed that the speed went more down!.

The speed jumps and drops all the time.it doesnt stay stable to the max all the time..
Is this normal ? does it decrease my performance?
if yes how i can fix it ? my motherboard is the gigabyte F2A88XM-HD3 and my psu is the corsair CX500M..

my temps are ok..i have the 212 evo no way the cpu is overheating.
 
I take it that means that you are monitoring the temperatures. It would have been useful to see that information on the screenshots.

Any cooler can be wrongly installed; you can only tell if the temperatures are too high by monitoring them. But, as you are doing that and they are OK, that's clearly not the problem in this case.

It's a mystery to me. You would expect that behaviour when not running at full load, but Prime 95 ought to stress it enough to keep everything running at full speed. Let's see what others have to suggest.

Here is the temp in full load...TMPIN2 shows it...the temp in the cpu category is wrong...so yeah now here that i live its winter and the MAX the cpu will go is 40C..
the cooler is 100% correctly installed.i am not a noob in those stuff LOL.
