h100i pump speed is at 2300+ at all times

why is my pump/fans running so fast/loud? it wasnt noisy before, now it sounds loud. whats going on? My bios shows the CPU fans are at 2300+

The pump is at 2200, the fans say they are at 1200ish on corsair link. Everything seems fine there I guess. Now what I am seeing is my GPU temp is idle at 52C which it used to be 35C. I have a EVGA 780ti superclocked ACX

4770k not OC (runs too hot, crap chip) it idles at 35-40C
h100i
780ti acx SC EVGA
all fans including h100i fans replaced with corsair air quiet edition AF and SP
Asus hero IV MB
RM 850

I hear the majority of the noise coming from the GPU (I have isolated the noises and found that the loudest fan noise is coming from the GPU. It is 77F in here give or take. The card did not used to idle this hot, the room temps have not changed since.
